Illinois Video Gaming Licensing Explained: What Establishments Need to Know in 2025

The Illinois Gaming Board (IGB) regulates all video gaming activity in the state under the Video Gaming Act (230 ILCS 40). If you're considering adding terminals to your establishment, here's what the licensing process actually looks like.
The Two Licenses You Need
To have video gaming terminals in your establishment, two separate licenses must be in place:
- Terminal Operator License — held by your gaming operator (Rise2Shine Gaming). This authorizes us to operate terminals at licensed establishments.
- Licensed Establishment License — held by your business. This authorizes your location to host the terminals.
You apply for the establishment license; your operator handles their own.
Establishment License Requirements
To qualify for a Licensed Establishment license, your business must:
- Hold a valid Illinois Retailer's Liquor License (or qualify as a truck stop or veterans/fraternal organization)
- Be located in a municipality that has not banned video gaming (most Illinois municipalities allow it)
- Pass a background check (owners, officers, and anyone with >5% ownership interest)
- Submit a completed application to the IGB along with the $500 application fee
Timeline
The IGB typically processes establishment applications within 60–90 days once all documentation is submitted and background checks are complete. Your operator can begin pre-wiring and placement planning during this window so terminals are ready to go the day your license is approved.
Municipal Considerations
While the state licenses the activity, individual municipalities can — and do — regulate video gaming at the local level. Some municipalities impose additional fees or caps on the number of licensed establishments. Your operator should know the landscape in your city or village before you apply.
Annual Renewal
Establishment licenses renew annually. Your operator will typically handle renewal reminders and ensure your location stays in compliance with any changes to IGB rules.
